It's an offer they can refuse.
Mob associates these days are declining offers to become made men with their crime families because they make more money with less risk on their own as reported by Mitchel Maddux for the New York Post: "they believe that becoming a made man or soldier makes them a bigger target for the FBI," and "some mob associates . . . also believe they can make more money if they aren't made because members have to 'kick up' a larger percentage of their earnings to the family's leadership."
