Mexican police have arrested reputed Los Zetas enforcer Baltazar Saucedo Estrada a/k/a "the dog killer" for allegedly masterminding the arson attack on Casino Royale in Monterrey last August which killed 52 individuals after the owner refused to pay protection money as reported by the Latin American Herald Tribune: "the massacre targeting employees and customers of the gaming establishment was one of the deadliest attacks on civilians by Mexican organized crime gangs."
