The feds have released their plea agreement with Louis "Bent Finger" Monacello who was charged last May in an indictment targeting gambling and loansharking by the Philadelphia Mafia, and it confirms previous speculation that he has become a cooperating witness which could spell trouble for reputed boss Joe Ligambi and reputed capo George Borgesi as reported by George Anastasia for philly.com
