No one likes a government hand out more than the Sicilian Mafia which "pockets more than a third of all the money allocated by the central government in Rome for public services on the island" and employs an army "of lawyers, notaries, accountants and entrepreneurs" in its siphoning schemes as reported by Christopher Emsden for Dow Jones.
