The FBI ramped up its investigation into the Mafia following several 1957 events which "served to focus public attention on the mobsters and racketeers operating in the New York area" including "the attempted assassination of FRANK COSTELLO, the well-known racketeer, on May 2, 1957 in New York City; the killing of the notorious ALBERT ANASTASIA in New York City on October 25, 1957 and the Italian hoodlum meeting November 14, 1957 at the home of JOSEPH BARBARA, Apalachin, New York" according to a January 8, 1958 memo. This document "set[s] forth a thumbnail sketch of each of the 54 New York Office Top Hoodlums, most of whom are regarded as the most powerful and influential mobsters in New York racketeering." Zimet, Inc., 500 7th Ave., NYC; 30 percent of the outstanding stock in Stuart Fashions, Inc., 241 West 37th Street, NYC, and received approximately $10,000. Annual salary from Jovon Fashions, Inc., 225 West 37th Street, NYC. Above-mentioned firms are all garment manufacturers located in the garment center of NYC. Subject alleged to receive protection money from garment manufacturers, but investigation to date fails to substantiate this allegation. Subject associated with several persons identified by the NYO as top hoodlums.

From various sources, it has been reported that he has a controlling interest in several nightclubs, most of which are located in Greenwich Village, NYC. STROLLO is the reported successor of FRANK COSTELLO and JOE ADONIS. Subject reportedly boss of the Italian lottery racket, narcotics, gambling, horse books, and alcohol on the Lower West Side of NYC, including Greenwich Village. In December, 1956, it was reported that STROLLO heads one of the major narcotics distributing organizations in the US with headquarters in NYC. He has been described as a "front man" for VITO GENOVESE.
